The State Commission for Energy and Emergency Situations has established restrictions in regions with a "red" level of epidemic danger, taking into account regional commissions' proposals.
Today, at an extraordinary meeting of the State Commission for Technogenic and Environmental Safety and Emergencies, taking into account the proposals submitted by the regional commissions of the TEB and the Emergency Situations, a decision was made to impose restrictions in areas where the "red" epidemic risk of COVID-19 spread.
The decision was made according to paragraph 15 of the Resolution of the Cabinet of Ministers of Ukraine of July 22, 2020, № 641 "On quarantine and implementation of enhanced anti-epidemic measures in areas with a significant spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2".
Thus, from 00:00 on September 22, 2020, the following restrictions will be set from the list determined by the resolution of the Cabinet of Ministers № 641.
In the city of Chop, Zakarpattia region, the following is limited to:
- Regular and irregular transportation of passengers by road, rail, and urban transport, except for cars, is the number of passengers, including the driver, not more than five people, excluding children under 14 years.
- The use of official transport is allowed provided that drivers and passengers are provided with personal protective equipment and within the number of seats and only on traffic routes, which have been reported to the National Police for at least 2 hours;
- Boarding passengers in suburban, intercity, intra-regional and inter-regional transport;
visiting educational institutions;
- Reception of visitors in cultural institutions, cinemas, restaurants, cafes, shopping and entertainment centers, gyms, fitness centers, shopping, consumer services, etc.
Exceptions: trade in food, fuel, hygiene products, medicines, veterinary drugs, feed, agrochemicals, seeds. It is also allowed to carry out banking and insurance activities, medical practice, veterinary practice, gas stations, maintenance and repair of vehicles, repair of computers, household products, postal facilities.
You can provide catering services with the use of targeted delivery of orders.
- Visits to institutions and establishments providing social and rehabilitation services to families, persons in difficult life circumstances (temporary, day stay), except for those providing emergency social services, registration centers for the homeless, mobile teams of social and psychological assistance.
In Peremyshlyany and Pustomyty districts of Lviv region, the following is limited:
- Boarding of passengers in suburban, intercity, intraregional, and interregional communication,
reception of visitors in cultural institutions, cinemas, restaurants, cafes, shopping and entertainment centers, gyms, fitness centers, shopping, and consumer services.
Exceptions: trade in food, fuel, hygiene products, medicines, veterinary drugs, feed, agrochemicals, seeds. There will also be banking and insurance institutions, medical practice, veterinary practice, gas stations, maintenance and repair of vehicles, computers, household goods, and postal facilities.
Catering establishments can carry out address delivery of orders.
- Visiting institutions and establishments that provide social and rehabilitation services to families, persons in difficult life circumstances (temporary, day stay).
Exceptions: institutions and establishments for the provision of social services in an emergency, registration centers for the homeless, mobile teams of social and psychological assistance, social patrols.
In Berezhany and Zalishchyk, Zbarazh, Ternopil districts of Ternopil region are limited to:
- Boarding of passengers in suburban, intercity, intraregional, and interregional communication,
reception of visitors in cultural institutions, cinemas, restaurants, cafes, shopping and entertainment centers, gyms, fitness centers, shopping, and consumer services.
Exceptions: Trade in food, fuel, hygiene products, medicines, veterinary drugs, feeds, agrochemicals, pesticides, seeds, and planting material is allowed. Banking and insurance activities, medical practice, veterinary practice, gas stations, maintenance and repair of vehicles, repair of computers, household goods, and personal items, postal facilities are also allowed.
Catering establishments can carry out address delivery of orders.
- Visits to institutions and establishments providing social and rehabilitation services to seven persons in difficult life circumstances (temporary, day stay), except to establishments and establishments providing social services in an emergency, registration centers for the homeless, mobile teams of social and psychological assistance.
In the Slavuta and Volochysk district of the Khmelnytsky region, the following are limited:
- Boarding passengers in suburban, intercity, intra-regional and inter-regional transport;
- Visits to educational institutions by students, except for preschool institutions;
- Reception of visitors in cultural institutions, cinemas, restaurants, cafes, shopping and entertainment centers, gyms, fitness centers, shopping, consumer services, etc.
Exceptions: trade in food, fuel, hygiene products, medicines, veterinary drugs, feed, agrochemicals, seeds. It is also allowed to carry out banking and insurance activities, medical practice, veterinary practice, gas stations, maintenance and repair of vehicles, repair of computers, household products, postal facilities. You can provide catering services with the use of targeted delivery of orders;
- Visits to institutions and establishments providing social and rehabilitation services to families, persons in difficult life circumstances (temporary, day stay), except for establishments and establishments providing social services as a matter of urgency, centers for registration of homeless persons, mobile teams of social and psychological assistance.
in the city of Kaniv, the Cherkasy region is limited to:
- Boarding passengers in suburban, intercity, intra-regional and inter-regional transport;
visits to educational institutions by students;
- Reception of visitors in cultural institutions, cinemas, restaurants, cafes, shopping and entertainment centers, gyms, fitness centers, shopping, and consumer services.
Exceptions: The restriction does not apply to trade in food, fuel, hygiene products, medicines, veterinary drugs, feed, agrochemicals, seeds. There will also be banking and insurance institutions, medical practice, veterinary practice, gas stations, maintenance and repair of vehicles, computers, household goods, and postal facilities. Catering establishments can carry out address delivery of orders.
- Visiting institutions and establishments that provide social and rehabilitation services to families, persons in difficult life circumstances (temporary, day stay).
Exceptions: institutions and establishments for the provision of social services in an emergency, registration centers for the homeless, mobile teams of social and psychological assistance, social patrols.
in Hertsaivsky, Kelmenetsky districts of Chernivtsi region, it is limited:
- Boarding passengers in suburban, intercity, intra-regional and inter-regional transport;
visiting educational institutions;
- Reception of visitors in cultural institutions, cinemas, restaurants, cafes, shopping and entertainment centers, gyms, fitness centers, shopping, consumer services, etc.
Exceptions: trade in food, fuel, hygiene products, medicines, veterinary drugs, feed, agrochemicals, seeds. It is also allowed to carry out banking and insurance activities, medical practice, veterinary practice, gas stations, maintenance and repair of vehicles, repair of computers, household products, postal facilities. You can provide catering services with the use of targeted delivery of orders.
- Visits to institutions and establishments providing social and rehabilitation services to families, persons in difficult life circumstances (temporary, day stay), except for establishments and establishments providing social services as a matter of urgency, centers for registration of homeless persons, mobile teams of social and psychological assistance.
in Nizhyn and Nosiv district of Chernihiv region limited to:
- Reception of visitors by business entities operating in culture, cinemas, catering establishments (restaurants, cafes, etc.), shopping and entertainment centers, other entertainment establishments, gyms, fitness centers, trade, and consumer services.
In addition to trade in food, fuel, hygiene products, medicines, medical devices, veterinary drugs, feed, pesticides and agrochemicals, seeds, and planting material.
Banking and insurance activities are allowed, as well as medical practice, veterinary practice, gas stations' activity, activities for maintenance and repair of vehicles, maintenance of registrars of settlement operations, computer repair activities, household products, and personal items, postal facilities.
You can also provide catering services with the use of targeted delivery of orders;
- Visits to institutions and establishments providing social or rehabilitation services to families, persons in difficult life circumstances (temporary, day stay), except for establishments and establishments providing social services in an emergency (crisis), registration centers for the homeless, mobile brigades of social and psychological assistance, social patrol.

At a meeting of the Cabinet of Ministers, amendments were made to the resolution of July 22, 2020, № 641 "On the establishment of quarantine and the introduction of enhanced anti-epidemic measures in the area with a significant spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2".
The document stipulates that the "red" level of epidemic danger will be established by a joint decision of the State and regional commissions on thermal power and emergency in case of occupancy of more than 75 percent of beds in health care facilities in the region for 5 consecutive days. COVID-19 (cases per 100 thousand population in 14 days) more than 5 times.
This may be the simultaneous closure of all business areas or the gradual reduction of certain areas that in a particular region lead to outbreaks.
Also, representatives of regional commissions on technogenic and ecological safety and emergencies, on the territory of which anti-epidemic restrictions of the "red" level of epidemic danger are introduced, with the right of advisory vote, are invited to the meeting of the State Commission on Technogenic and Ecological Safety and Emergencies.
The Ukrainian government has officially banned travelers passing through Ukraine in transit due to its entry ban on foreign nationals until Sept. 28.
The Ukrainian government also expanded the category of relatives who are exempt from the entry ban. Now it includes spouses, parents, children under 18, and grandparents of a Ukrainian citizen.
International students are also allowed to enter. However, as the government clarified, they must study at an institution of higher education.
