Ukrainian government has changed the border crossing rules starting from Aug. 4.

New changes to the "quarantine" regulation №1236 of December 9, 2020, should help detect and counteract coronavirus spread, particularly its "Delta" strain. The Minister of Health Viktor Lyashko stated this at a meeting of the Cabinet of Ministers of Ukraine on July 26. It was decided to proactively respond to the possibility of a new wave of COVID-19.


  • "The coronavirus strain "Delta" is actively spreading in Western Europe and in the countries that our citizens choose for summer travels. We are proposing new rules for crossing the border to reduce the possibility of the virus spreading in Ukraine if someone becomes infected abroad. Also, thanks to this, we will be able to conduct better epidemic investigations to detect the carrier. Self-isolation or observation of unvaccinated people from COVID-19 will help to control and to reduce the chance of a new large-scale outbreak," - the Minister commented.


These decisions will come into force 7 days after the publication of the Resolution. Citizens who have gone abroad are still returning to Ukraine without impediment.



New rules for crossing the border of Ukraine:


Foreigners must have a COVID-19 insurance policy and one of the following documents:


  • a negative result of testing for COVID-19 by PCR (not more than 72 hours before crossing the border),

  • a negative result of a rapid test to determine the antigen of the coronavirus SARS-CoV-2 (not more than 72 hours before crossing the border),

  • a document confirming the receipt of the entire course of vaccination from COVID-19 vaccines included in the WHO list of permitted for use in emergencies, issued in accordance with International Health Regulations following international agreements concluded by Ukraine on mutual recognition of vaccination documents.



If there is no document confirming receipt of the entire course of vaccination from COVID-19 of vaccines included in the WHO, the foreigner (except persons under 18 and other categories of foreigners defined by the decree) must install the application "Vdoma" (Act at Home) and undertake self-isolation through 72 hours in the absence of a negative test result for COVID-19 by PCR or rapid testing for coronavirus antigen SARS-CoV-2, made within 72 hours from the moment of crossing the border.



Crossing the state border from any country is open for citizens of Ukraine that provided one of the 2 documents:

  • A document confirming receipt of an entire course of vaccination from COVID-19 with vaccines included in the WHO list of permitted for use in emergencies, issued according to IHR or according to international agreements concluded by Ukraine on mutual recognition of vaccination documents.

  • Reference 063-O on the first vaccination from the course of vaccination from COVID-19.



Foreigners with a permanent residence permit in Ukraine can cross the border without impediment if presenting a document confirming receipt of an entire course of vaccination from COVID-19 vaccines included in the WHO list of permitted for use in emergencies, issued in accordance with IHR or accordance with international agreements concluded by Ukraine mutual recognition of vaccination documents.


If such documents are not available, citizens and foreigners with a permanent residence permit in Ukraine (except persons under 18 and other categories specified in the Resolution) must install the application "Vdoma" (Act at Home) and undertake to start self-isolation after 72 hours in the absence of the negative result of testing for COVID-19 by PCR or rapid testing to determine the antigen of the coronavirus SARS-CoV-2, made within 72 hours from the moment of crossing the border.



If it is impossible to use the application "Vdoma," the citizen will be under observation.

Important! The application "Vdoma" does not control or restrict the user's movement for the first 72 hours after crossing the border. The application will monitor self-isolation from the third day or in case of a positive COVID-19 test by PCR or rapid testing for SARS-CoV-2 coronavirus antigen.


All persons, regardless of nationality, who came from Russia or India and stayed in these countries for more than 7 days in the last two weeks, will be subject to stricter rules of self-isolation. In particular, they will be required to self-isolate for 14 days without the right to terminate it earlier.


To cross the border checkpoint, it will be necessary to pass a free rapid test to determine the antigen of the coronavirus SARS-CoV-2. In the absence of a document confirming receipt of an entire course of vaccination from COVID-19 vaccines included in the WHO list of permitted for use in emergencies or certificate 063-O on the first vaccination from the course of vaccination against COVID-19 (except persons under 18 years).

 


The Ministry of Health recommends on PCR or rapid test document:

  • Be in English (translation into Ukrainian is preferable - not obligatory.

  • State the sample collection time and the time when received the result.

  • Specifically, mention the test type – PCR – polymerase chain reaction.

  • Show the full name, date of birth, and passport number of the traveler.

  • Include name, address, and contact details of the lab performing the test

  • Clearly state the result – COVID-19 Not detected or negative.
