How to set the "Act at Home" track & tracing app step-by-step

UPDATE - The Act at Home application is now supported by the English language. The initial setup steps have been updated to reflect this. However, as we haven't been able to test the entire process ourselves, please follow the guide as we believe these steps still apply. We will continue to update this post.

 

Instructions for using the electronic service "act at home" single state web portal of electronic services for the resolution of the issue of observation (isolation) of persons who cross the state border or leave temporarily occupied territories in Donetsk and Luhansk regions of the autonomous republic of Crimea and Sevastopol

 

App walkthrough

  1. Introduction. Press 'Next'

  2. Input your Ukrainian Sim card number; you'll then receive a code by SMS

  3. Input the code you receive, then press 'Next.'

  4. If you have a Ukrainian SIM and are setting up abroad before traveling, you can end the process here (for now). If you're stepping off your plane, now is the time to make the final steps before passport control. Please enter your surname, name, and passport number. Unless you have a patronymic name, skip that field. DON'T proceed further until you have been cleared by customs to do so. To enter Ukraine legally, you'll need COVID-19 insurance for the duration of your stay. You can purchase insurance here.

  5. The map should locate your GPS position if the location looks correct, press 'Так' (Yes).

  6. You now need to enter the full address.

  • Область (Region of Ukraine)

  • Район (District)

  • Населений пункт (City)

  • Вулиця (Street name)

  • Будинок (Street/ building number)

  • Квартира (Apartment/ room number)

7. Take a photo following all the instructions – the app will automatically shoot a photo after asking you a few different face positions. (Left, or right, pend head and straight) Each time you accomplish the instruction correctly, the background will turn green but still not shoot the photo. After a few successful different poses, the app will shoot the photo.


8. When successful, you’ll see your photo on the screen. If the app rejects your photo, the app will return you to step 6. (Asking you to input your address)


9. The app will show you how many days are left to finish the mandatory 14-days self-isolation. Now you’re set!


10. “Self-isolation or observation has terminated.” "All your personal data used to confirm compliance with the conditions of self-isolation has been deleted. Thank you!”

Checking the installation of the "Act at Home" application with a Ukrainian phone number:


- the inspection takes place at the place of passport control.

- Installation of "Act at Home" must be checked for persons over 14 years of age and exempt for the rest.

- the person crossing the border must provide a passport (1). state his telephone number, which will be active for the next 14 days, and the use of "Act at Home" (2). And provide self-isolation address (3) for recording in the information system of the State Border Service, and then show your phone screen with the "Act at Home" application (4).

- The question "Are you already at the address of self-isolation or observation?" should be displayed on the "Act at Home" application screen. The phone number (at the top of the screen) must match with the previously specified person in the application "Act at Home" recorded in the State Border Guard Service's information system when t arrival.

- warn the person crossing the border that this phone number with smartphone access to the Internet and the application must be active for the next 14 days; otherwise, the relevant notification of failed verification is automatically sent to the National Police together with the name and address of the person. The police check the fact of violation either by visiting the given address or through a call.

Check the installation of the "Act at Home" application with a foreign phone number:


- the inspection takes place at the place of passport control

- Installation of "Act at Home" must be checked for persons over 14 years of age and exempt for the rest.

- a person crossing the border and at the time of crossing has only a foreign phone number, must provide a passport (1), show in his phone that an international SIM card is currently installed (in the phone settings) (2), then show his phone screen with the "Act at Home" application, where the field for entering the phone number and the name "Login" should be displayed (3)

- then, say your Ukrainian phone number, which will be active for the next 14 days and will be used for "Act at Home" (4) and the address of self-isolation (5) for recording in the information system of the State Border Guard Service.

- warn the person crossing the border that this phone number with a smartphone access to the Internet and the application must be active for the next 14 days; otherwise, the relevant notification of failed verification is automatically sent to the National Police along with the name and address of the person. The police check the fact of violation either by visiting the given address or through a call.


If the person has not installed the application "Act at Home," he should be directed to the observer (a room) following the established procedure. For this purpose, it is necessary to contact police officers and/or the local authorities who serve at border crossing points.

Information materials


Various sources of information materials have been developed to inform the arriving persons at the State border. The QR code in the image links to download and install the application "Act at home."

 

According to the resolution of the Cabinet of Ministers №211 of March 11, 2020, persons carrying out the crossing state border must be hospitalized to specialized observers (insulators). Persons who consented to self-isolation using the electronic service "Act at home" undergo 14-day isolation at the residence place.


The person is considered as that since he/she has chosen to exercise control through the mobile application, from the moment he/she agrees by giving consent in the app.

The application "Act at Home" can be installed only on Ukrainian phone numbers (+380) - to register in the application, the subscriber is sent an SMS with a confirmation code, which must be entered into the app.


"Act at home" is an application designed to monitor compliance with the conditions of self-isolation. Monitoring is done by regular messages in the app at random intervals of time during the day and checking the person's face photo with the reference photo made during the installation of the mobile application and the geolocation of the mobile phone at the moment of photography. In case of notification by the app, the person needs within 15 minutes to take a photo of his face with the application and the background of the surrounding environment, so you should keep your smartphone always nearby; notifications at night will not occur.


Self-isolation from "Act at Home" is considered active if the phone number is available for all 14 days of self-isolation.


If the person does not send the requested photo (selfie), does not provide his photo, the geolocation does not match the place of isolation, or the application is not available or removed – the verification is considered unsuccessful. In this case, an automatic verification failure message is generated and sent to the National Police. The message includes last name, first name, address of self-isolation, and telephone number. Representatives of the National Police will be checking compliance with self-isolation by a visit to the place of self-isolation or a call. If the violation of self-isolation is confirmed, representatives of the National Police may bring a person to justice under applicable law:


Administrative liability: Article 44-3 of the Code of Ukraine on Administrative offense "Violation of the rules of quarantine of people" entails the imposition of a fine from 17,000 - 34,000 UAH ($632 - $1,264) – or 34,000-170,000 UAH ($1,264 - $6,320) in case of repeated violation.


Criminal liability: Article 325 of the Criminal Code of Ukraine "Violation sanitary rules and regulations for the prevention of infectious diseases and mass poisoning" is punishable by a fine of 17,000 - 51 000 UAH ($632 - $1,896) or arrest for up to six months, or restriction or imprisonment for up to three years. The same actions, if they caused death or other serious consequences, are punishable by imprisonment for five to eight years.
